The running game is already a dying breed, if they outlaw all blocks below the waist it just might go instinct. We'll be watching Arena football. Even more then the NFL, i'd worry about the NCAA, they usually follow the NFL's lead on rules, it would basically eliminate all spread offenses from college football and kill a ton of creativity.
