I think it's clear that the rule was written to challenge when PI happens and isn't called. With the "clear and indisputable" standard for overturning a call on the field, challenging called PI is going to be an uphill battle for coaches, to say the least.

Pete just won a challenge in Pittsburgh, where it was NOT called, and we got a first down from it. Led to the game winning TD.
