Cap vs incentives question

I know that contract incentives count against the cap, but if they aren't reached does it roll over to next year's cap?

Incentives vary and it depends how they were originally counted.

If they were likely to be received then they were already counted against the cap. If it ends up not being made we’d get that cap money back for next year.

If they weren’t likely to be earned and they don’t get them then nothing happens as they weren’t counted yet anyway.

There are lots of technicalities and I don’t know them all.

His incentives were to match or exceed his prior performance so they were counted as LTBE.
