    If BB is saying they provided balls over-inflated by 1 PSI, the refs would gauge 13.5 PSI, and if he says he tells the refs he likes 12.5 PSI, then will remove 1 PSI. The equipment really isn't a factor here, unless you are measuring loss of total PSI, and you would need to use the SAME device...
