By definition it was taunting.

You can’t stand over a guy and flex, especially if he said anything.

The flag was legitimate.

Having said that:

They just as easily could have let it slide, and they did fail to flag the Skins for a very similar incident.

Pissed me off a bit too, but we can’t say it wasn’t taunting by definition
