It was a fumble you saw correctly.

The issue is, and why it’s not reviewed is because it happened after the whistle, play had been blown dead due to the stop of forward progress

These types of penalties happen in most plays, it’s when they choose to actually throw the flag that matters and steers games one way or another.

Penalties absolutely sustained that Rams drive.

“Holding” and Hands to the face are there on MOST plays, I have no idea why they flag some and not others.
