Welcome to the modern argument about what the term "starter" actually means any more. It seems quite common these days for them to announce starters at the opening ceremonies and then 1 or 2 of them aren't on the field for the first snap, so obviously that's not what it means. It does seem to refer to which players get the most snaps as the game progresses, but since game situations can affect that greatly, it seems that the term is more honorary than definitive any more.
In that vein, I could see situations where they decide that one of those two RBs is the better fit for the game plan against a given foe, and the other guy fills in. Same with the TEs and WRs in my mind. Any more, the list of "season starters" could be 12 or 13 players long. Maybe longer?
Add in the injury risk, and I could see both these RBs getting a ton of carries/snaps. Given that both of these RBs have starter potential skills, I actually could see both of them on the field on quite a few plays to enhance misdirection and trickery. They have different skills/styles, but it seems to me that either could start.
I think we still haven't seen the bulk of Waldron's playbook yet. I'm looking forward to seeing it. They've put together a pretty good set of skill postion guys, and the OL looks improved-to me, at least.
