These two goals are incompatible. Layered routes are, by definition, longer-developing.

On-topic: if you want to fix the running game, I suggest not having an offensive line that's composed of three backups and Germain Ifoul against the league's #4 DVOA run defense. Getting Duane Brown and Mike Iupati will be huge next week against a defense that's far worse against the run than against the pass - and happens to claim Lambeau Stadium for its home.
