Yeah, super bizarre, until you look at what the map is actually of:

"Vivid Seats, a site that specializes in the sale of tickets for live events, collected data on the sale of NFL tickets to see which teams are most popular in each state. Using the billing address on all orders, Vivid Seats was able to determine which team's games produced the most sales in every state."

Basically "most popular" == number of tickets sold in a year through the Vivid Seats website.

So for California more Chargers tickets were sold through the website than 9ers and Raiders tickets, and for NY more Bills tix were sold than Giants and Jets tickets.

Maybe that's because Bills fans were selling a lot of their tickets because nobody wants to go to Bills games. Who the hell knows. Just totally bizarre.
