How can the Hawks sign another RB (cap related)?

According to overthecap.com the Hawks have a total of $15K remaining in cap space for the year. I realize that this is an estimate but according to media outlets that website is pretty close to accurate. I honestly don't know how they can sign even a street free agent for the remainder of the year at this point. Anybody have better information than I do?

You just take someone's conrract and resigns it converting salary to signing bonus which frees up cap space.

Up until now we haven't needed to do that and you can easily get into trouble like the Saints but could be worth it for a million or two

Which is enough to sign a a $1.2M contract for the three weeks left in the 17 week season.

OTC does a great job gathering contract info, but they are usually a little off on their totals.
