Because he doesn't have the talent or because of off field issues?
Both.
Don't get me wrong, he had a knack of making impact plays at LSU. He built a solid reputation on that. But it also masked the sheer extent that he got pushed around, fluffed coverage, showed rank average recovery speed and an inability to wrap up a tackle or challenge in the air. He's basically a short, physically inferior corner without great straight line speed. He makes up for it by just playing with a huge edge. And he should be admired for that. Yet I'm not sure it'll translate to the next level and I think either way he's going to make one great play for every five where he's just dominated.
Off the field I found his interview on NFL AM scary as hell. He's clearly really battling to stay away from drugs. He admitted he couldn't be trusted to be drafted by New Orleans because of the 'wrong crowd' he associates himself with in Louisiana. I think it's going to be permanently a constant battle to stay away from weed and he's going to need a lot of babysitting as a consequence. It'll always be a distraction and the best case scenario is merely that it's a distraction. The worst case is he goes back to it and it ends up dominating his life. I'm not a saint and I don't expect people to live their lives like they are, but Mathieu clearly has grown up with this and it's become second nature to him. It seems like kicking this habit is like a heavy smoker trying to give up the cigs. And personally, I think teams will all look at each other and say - "you deal with this."
Whoever drafts him will want the ability to cut him at a moments notice. So I think R5-7 or UDFA.
