That's how it was a long time ago. "Superceding" penalty on 15v5 but they got rid of that years ago I thought.

15 yard penalties can only be offset by 10 or 15 yard penalties on the other team. It's to stop someone deliberately committing a personal foul when they know there's a 5 yard penalty on the other team. It's a long-standing rule.
