Refs obviously didn’t see it. If it isn’t seen it’s not a penalty.

Lockett wasn't in a "defenseless" position so head contact is legal unless it's a crown of the helmet. He went in with the shoulder, his body was sideways to Lockett at impact, and their heads hit.
