    I understand your skepticism kind sir, hell I even catch myself looking at the cap and thinking, "how in the hell is he going to fix this?" But he just does. From what I've read is he's planning around the cap 4-5 years ahead. Next year I believe the cap is supposed to rise considerably. :)
