Why didn't we make substitutions at the end of regulation

If the offense subs player the defense has the right to also sub and needs to be given enough time to get set. If we had done that time would have expired. Is this rule different in that situation?

It seemed like there was a lack of defensive substitutions throughout the game. I was worried not too deep into the game that the starters would be worn out upfront on defense.
