He's willing to work with the head coach rather than try to tell the head coach what he feels are the right personnel. There are other reasons, but that's a big one right there.
Without a doubt - the biggest change is this. Ruskell and Holmy were just not in the same ball park together. You could tell a Holmgren pick vs a Ruskell pick right away. Moreover, there lacked a plan from the ground up for what type of player would fit the scheme they wanted to run. From my time as a football coach - this is devastating to work around. It is why there are so many bad football teams.
The reason Pete was has been so successful this time around compared to his first stints as a coach in the NFL was exactly that last point. He had a plan for the type of attributes for each position on the field he wanted to take and let the GM/scouting personnel know. Holmgren never had that for any position aside from Quarterback at most. Holmy was an Xs and Os guy - not a scout - so he didn't have the tools to evaluate the attributes of defensive lineman. He had to leave that to others - i.e. Tim Ruskell on the defensive side of the ball. Ruskell is of course not an Xs and Os guy so I have no clue how he possibly could have properly evaluated talent for the scheme.
One great recent example is that Tom Cable was asked when he came what type of player he wanted; whereas in Oakland - the most athletic player was chosen at each position with no concept of how that player fit into the schemes. In the same way, Ruskell would choose the "best" player on his board with no concept of what the scheme required. This is also what led him to the HORRIBLE choice of paying big money to 3 linebackers in a 4-3 scheme - positions that should be plug and play compared to safety and pass rushers. He thought these guys were the best players even though the scheme did not require 25 mil a year going to this position group. Lastly, this is also the reason why we needed so many veteran fillers - all of our draft picks were beyond useless to the coaches.
