Looks to me like it's moving the hose around. You can get a similar effect by waving your dick around while you pee (don't try this indoors, boys! ). The frequency effect has to do with the acceleration due to gravity, those frequencies just happen to produce those illusions. The 24 Hz one coincides with the speed of the water falling. It does look cool, though!

Yep. I want to say that's a similar effect to going a certain speed in a vehicle to make your wheels appear to be rotating backward. The visual part is the same, anyway.

By wearing my reading glasses while watching the video, so I could see the end of the hose waving around. You should try putting on your reading glasses too. We're old farts - just because we don't want to admit it doesn't mean we should give in to vanity. And, by waving my dick around whilst peeing as a younger man, and observing the results as I wrote my name in the snow. And, by going to school and learning Newtonian physics and stuff.
