I always thought vouchers for the specific types of business you're trying to stimulate would be most effective. But I'm pretty sure the plan was to get as much of this back into the banks as possible anyway so I can see why they opted for the checks.

I'm not one for handing out free checks. I'm not either, which is why I've been opposed to all the stimulus passed over the past decade or so. I don't think it works as advertised, although the argument might be made it works exactly how they intend it to, which says volumes about them if so.
