My hat is off to the great state of Texas on this one!

It's a health issue, not a crime issue. Regardless of whether it's a disease or not, this works and should be continued. I may bag on Texas a lot, but they got this right and credit should be given where it's due. Other states need to look at this and learn from example.

Prisons are overused. Prisons should be left for those who really fuck other people up.

Good luck with that crusade. Incarceration has become a business in the USA. So long as there are people who get rich from others getting locked up, we will continue to have an inordinately high prison population when compared with the rest of the civilized world.

You are quite correct smokin, but we all know it's wrong. When private prisons cost more than state run ones that they are supposed to replace, at a savings, something is wrong. CCA and the other private prison corporations have deep pockets and have bought a lot of politicians.

Texas is definitely and always has been a step ahead of the rest of the red states.
They tend to use facts and statistics much more than the rest of the states like Tennessee who is still debating creationism should be taught in schools or Arizona with some people still trying to pass insane abortion/rape laws.

P.S. Rick Perry is overrated, he is about average when it comes to governing, he is pretty "big government" unlike most conservatives, he has doubled the spending in Texas without necessarily raising taxes on the rich to adjust for his increased government spending. His tax increase didn't just target the top %. He usually votes for tax increases for texas unlike when he ran for government. Also for a man who inherited a state with a huge oil industry, our unemployment rate should be around 4%, not 6% like it currently stands. But all in all this is great news for a state whos debt was starting to slowly get out of control.
