I have a wedding to attend in 3 weeks, so I went to try on my kilt last night. It barely reaches around my waist.
That sounds worse when you find out there is 8 yards of material in the average kilt.
Any tips on losing weight quickly? It's strictly belly. Around 8 pounds in 3 weeks should do it. I have a bad knee from a soccer injury 4 yrs ago (the main reason for the extra padding) so intensive cardio is out.

Mental motivation. (I'm lacking in that part.) Eat less and find a way to exercise the rest of your body. You can lose a large chunk of water weight very quickly by simply doing some heavy exercise now, though. Believe it or not, throwing lacrosse balls with a lacrosse stick long distances accurately is more of an upper-body workout than most would think due to the extra dexterity required as compared to throwing something directly with your hands, like a baseball or a football.

Drink a lot of water.
No beer or whiskey for the next 3 weeks.
Eat whole grains like brown rice and quinoa.
Eat fruit.
Eat high fiber vegetables.
20 minutes of low impact/high intensity cardio (bike, elliptical)
Stop shoveling crap into your face.
Repeat daily.

Repeat daily. really good advice. if you follow this you will have no problem dropping the weight plus you've feel a whole lot better from the effects of having proper nutrition for a sustained period of time. I would like to add that black beans should be in the mix for your grains. Great stuff will make you feel full and very nutritious, but obviously you have to not go crazy with it unless you're single and love alone...

Cut your carbs and dietary fat, get some exercise every day. You'll probably hate life until the wedding but if you need to crash diet, you don't have a choice. Make sure you get plenty of protein and a moderate amount of fat for now. I'm not anti-carb, but given your goals, don't get any outside of vegetables or for fiber.
My knees are shot and I'm on doctors orders to not run, but I get cardio in with stair climbers intervals and with barbell training. Just find something you like and bust your ass, keep your breaks short.

Swimming is fantastic low impact cardio, if you have access to a lap pool.

So be prepared for an aggressive plan of attack if your time frame is three weeks. The more you exercise the higher your caloric allowance is. Its like an app that monitors your food intake and activity level. If you follow it you will lose weight.

By a MagicBullet and drink fruit shakes for breakfast and dinner for a few weeks. Good, filling, and you will lose weight.

The tricky part of it all is the first couple of days. Cutting back severely on food intake, coupled with as much exercise as you can handle is key. Pump yourself full of vitamins to ensure you're getting the nutrients you need. Your body does need a modicum of fat, protein, and carbohydrates, but it can use a lot more calories from your own fat storage than you might think. When you do eat, fill yourself with tons of low or "negative" calorie food, such as cabbage and celery. The urge to eat more will be there, but fight through it. Once you get past the first couple of days, your stomach will shrink some and the cravings will lessen.
The key to it all is intake vs. output. You have to burn through a lot more calories than you take in. If you can get on an eliptical machine, for example, you can count the calories you burn much easier. Burn a thousand on the machine and force yourself to eat under that amount. That way you're guaranteed of burning a lot more than you put back in, as you're also burning calories to varying degrees throughout the day. I'll echo the swimming sentiment. It's harder to calculate exactly how much you're burning off, but an excellent low-impact way to do it.
