Super Bowl City Selection

Wouldn't it be cool if whoever won the Super Bowl had some pull on where a Super Bowl is held? Like 5 years after you win you have the chance to have it in your city? (As not to bias a home result).

I'd love to see a lottery system, with every team in the league a participant. Really don't care about the weather. Some of the best and most infamous games in history have been played in horrendous conditions. It would make the Super Bowl all the more epic. And every city should have at least the shot that the dystopian craphole that is Detroit got. I mean really, if they can spin Detroit as a fabulous Super Bowl destination, they should be able to host it anywhere else too.
